OBC creamy layer income limit raised to Rs 6 lakh. In a politically significant decision, the Union cabinet on Thursday raised the creamy layer restriction on annual income from Rs4.5 lakh to Rs6 lakh for enjoying the reservation under the Other Backward Classes (OBCs) category.

Subject: Central Civil Services (Conduct) Rules, 1964 — Filing of annual Immovable Property Returns – regarding
The undersigned is directed to state that as per various notifications issued by this Department, relating to the Public Servants (Furnishing of Information and Annual Returns of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) under the Lokpal and Lokayuktas Act, 2013, the public servant who has filed declaration, information and annual returns of property under the provision of the rules applicable to such public servant, should file the declaration, information and return indicating his/her assets and liabilities, as on 01.08.2014, to the competent authority on or before, 30.04.2015. The notifications are available on the Department’s website at http://persmin.gov.in/Lokpal HomePage From CCIS.asp.

2. The Central Civil Services (Conduct) Rules, 1964, are being amended to align them with the Lokpal and Lokayuktas Act, 2013. Presently, as per the Rule 18(1)(ii) of the Central Civil Services (Conduct) Rules, 1964, every Government servant belonging to any service or holding any post included in Group ‘A’ and Group ‘B’ is required to submit an annual return regarding the immovable property inherited/owned/ acquired/ held on lease or mortgage either in his own name or in the name of any family member or in the name of any other person.
3. It has, inter-alia, been clarified by this Department vide Office Memorandum No. 407/12/2014-AVD-IV(B) dated 13.01.2015 that the requirement of filing returns regarding assets and liabilities under the Lokpal Act is in addition to, and not in supersession of the requirement of filing similar returns under the existing Conduct Rules. In view of this, all Government Servants may be directed as follows:
(i) The annual Immovable Property Return, as on 31.12.2014, under the existing CCS(Conduct) Rules, 1964 is required to be filed on or before 31.01.2015;
(ii) The first return under the Lokpal Act (as on 01.08.2014) should be filed on or before 30.04.2015; and
(iii) The next annual return under the Lokpal Act, for the year ending 31.03.2015 should be filed on or before 31.07.2015.
4. It is, therefore, requested that all concerned may be suitably advised to file the Immovable Property Returns (IPRs) and the return under the Lokpal Act as per the dates indicated above, Further, in accordance with the instruction contained in this Department’s Office Memorandum No. 11013/3/2011-Estt.A dated 11.04.2011, IPRs (to be submitted by 31 st January of each year) shall be placed in public domain by 31 st March of that year. A compliance report in respect of the IPRs filed by Group ‘A’ Officers of the Central Civil Services, as on 31.01.2015, may please be furnished to this Department by 30.04.2015.
5. Similar action may kindly be taken by the authorities controlling services not covered by the Central Civil Services (Conduct) Rules, 1964.

What Is NOTA – None Of The Above Option?

You like the candidate you press the button in front of the party’s symbol to vote on electronic voting machines. Now if you do not like the entire list of candidates you have an option of NOTA or ‘None of the Above’. Voters have all rights to press this option if they wish to reject all the political parties contesting the elections. So instead of sitting at home just go and show your wish.
Earlier the citizens of India were not provided with the option NOTA but in 2009 the Election Commission stated its desire to the Supreme Court to add NOTA at the ballet. Government opposed NOTA as this was one of the ways to dilute the number of votes. On the contrary the Supreme Court of India ordered to add the option on 27 September 2013 with a belief that it will definitely increase the number of voters. The orders were passed by a bench headed by Chief Justice P Sathasivam.
In 2014 Lok Sabha elections 814million people are eligible to vote for 543 constituencies in 9.3 lakh polling stations and for the first time NOTA will be introduced in the Lok Sabha elections. Though objective of adding this option was to give clean candidates and to increase the overall quality but according to experts NOTA is not able to fulfill this objective as there is no change in the quality of fielded candidates. For the past two decades number of criminals in politics have been increasing. 30% of Members of Parliament (MPs) elected in 2009 had pending criminals charges against them such as rape, dowry violence, extortion, violence against women etc. According to the survey conducted by the National Election Watch and the Association of Democratic Reforms (ADR) in 2014, one out of every three candidates of the BJP and Congress has criminal charges against them. 35% of the BJP’s candidate and 27% of Congress candidates have criminal charges against them.
Social activist Anna Hazare has appealed the voters to use NOTA button if they are not able to find right candidate. He said that our political system won’t change by changing the party. If one candidate has done graduation in corruption the other has done post graduation. He called alert voters the pillars of democracy.
Las year more than 15 lakh people out of 11.53 voters i.e. near about 1.31% in the five state assembly elections used the option NOTA. In Delhi, 49,730 voters used NOTA option, close to 3.56 lakh voters used it in Chattisgarh, in Madhya Pradesh 5.9 lakh and in Rajasthan 5.67 lakh voters exercised the option of NOTA.
Though providing NOTA is really a good move but it is useless if not analyzed properly. First of all NOTA votes will be considered as invalid votes. The candidate with greatest number of votes will be considered as a winner even if he or she has the lower number of votes than NOTA unless other political parties sought for fresh elections. So ‘None of the Above’ option won’t have a significant impact. But this condition must be analyzed properly and NOTA must be taken seriously. It must be found out that why people have opted NOTA when they have so many other choices. This means political parties are unable to find and project the suitable and right person.
Where is the NOTA Buttons on the electronic voting machine?

NOTA is the last button in the list of candidates. It is read as None of the Above – NOTA.

As a voter I feel that NOTA is just like a dislike button on social media. But experts must analyze the quality in case NOTA number is significant. If it is left as it is then there is no use of this powerful ‘None of the Above’ option.

       It was approximately 8.30 a.m. on a busy morning when an elderly gentleman in his eighties arrived to have stitches removed from his thumb. He stated that he was in a hurry as he had an appointment at 9.00 a.m. The Doctor took his vital signs and had him take a seat.

          The Doctor knew it would take more than an hour before someone would to able to attend to him. He saw him check his watch anxiously for the time and decided to evaluate his wound since He was not busy with another patient. On examination, the wound was well healed. Hence, He talked to one of the doctors to get the supplies to remove his sutures and redress his wound. They  began to engage in a conversation while they  was taking care of his wound.

         He asked him if he had another doctor’s appointment later as he was in such a hurry. The gentleman told him no and said that he needed to go to the nursing home to have breakfast with his wife. He inquired about her health. He told me that she had been in the nursing home for a while as she was a victim of Alzheimer’s disease. The Doctor probed further and asked if she would be upset if he was slightly late. He replied that she no longer knew who he was and she had not been able to recognize him since five years ago. The Doctor asked him in surprise, “And you still go every morning, even though she doesn’t know who you are?” He smiled as he patted his hand and said, “
She doesn’t know me, but I still know who she is.” The Doctor had to hold back his tears as he left.
